[CMake] Dev-Cpp project generator?

No generator yet.   It can take some time to make a generator.  It all depends on
how complicated the IDE format is.  For XCode it took a month, for KDevelop it was quicker.
However KDevelop used the makefiles from cmake and really only needed a list of files.
