[CMake] [BUG] no "local" install rule anymore :-/

Hi, 
 
current cmake cvs has an "install" target only in the toplevel makefile, 
not in the subdirs. This is bad, because very often I only want to "make 
install" in a subdir and not for the complete project (e.g. complete 
kdebase). 
 
Can this be fixed ? 
 
Also a "help" target in every subdir would be nice :-)
