[CMake] definition of Promotion

Why does it make it easier to administer?  If you mean "easier for a 
mail filter," any decent mail filter can match against cmake.org.

Personally I find these cmake- prefixes annoying.  Also, less likely to 
stick in people's minds, if I'm making a presentation on an overhead 
projector to an audience.
