I sent one of them and email, and they did not go back to autoconf, but
went to scons.   The reasons are as follows:

1. they are python developers, so scons was easier for them.
2. they had trouble customizing CMakeList files, not python 
3. they liked running scons instead of cmake .; make

I did not ask, but it sounds like they were not interested in 
IDE's, but only used the makefile generators in CMake.
