[Cmake] Vc project file debug/release

Optimized is used for all but Debug, and debug is used for Debug.

This is just setting a variable, so that later it can be used
in a LINK_LIBRARY command.  The only place this is used is
the LINK_* commands.

That depends on the value of CMAKE_BUILD_TYPE.
