[Cmake] nmake install is it removed for good?

I believe that my cygwin is up to date, I get the following info for the=20
cygwin dll when running cygcheck

Must be a cygwin version problem.   We run several dashboards each
night with cmake on cygwin, and they are all passing.   You could try
updating cygwin?
