I don't think those are the same thing.
In fact, most of those toolkits support
the same system level windows api's.
For example, you can
have QT with win32 or X11 with cygwin. So,
a cross platform GUI toolkit is not the same
as the choice of system level windows API, and
you would have the same choice anyway, because
QT, GTK, or wxWidgets does not tell you if you
are win32 or X11.
