[Cmake] Cmake with mingw32 and MSYS?

Yes, cmake works with mingw32. If you are using cygwin, cmake
is a package in the cygwin setup program. You have to use the cygwin
built cmake and not the windows version to create gcc/gmake makefiles.
You can also build cmake from source with mingw.
