[Cmake] Using EXECUTABLE_OUTPUT_PATH breaks "make test"

For VXL, if I set EXECUTABLE_OUTPUT_PATH and LIBRARY_OUTPUT_PATH all of the execs and libs go where
specified.  But then, make test cannot find the test execs.  Is this a cmake issue or a vxl issue?
Is there a work-around?
