[Cmake] including external projects

I was going to write a command that will allow CMake to include external MS
projects in a workspace along with a list of dependencies. Just wanted to
make sure that no one had done this already, or had any objections.
It will look something like :
INCLUDE_EXTERNAL_MSPROJECT(name location dep1 dep2 ...)
