I've branched 'release' for 3.9.  The repository is now open for
post-3.9 development.  Please rebase open merge requests on 'master'
before staging or merging.

These types of changes may still be accepted to 'release' during
the 3.9 release candidate cycle.  The 3.9 release is now closed
