[cmake-developers] Do all non-Windows host platforms support uname(3)

That looks worth a try.  If any platforms come up where it is not
supported then we can port the source accordingly.

I'd like to wait a while before testing it in `next` because there
are many open MRs I need to get through in the next few days.
