[cmake-developers] Patch for 0016029: GHS Generator does not support LINK_FLAGS property

Here is a patch for issue 16029: https://cmake.org/Bug/view.php?id=16029.  It adds LINK_FLAGS, LINK_FLAGS_<CMAKE_BUILD_TYPE>, and link_dirs functionality to the Green Hills MULTI generator.
