Summary:                    target_compile_features not working properly for
XCode
Description: 
target_compile_features does not change "C++ Language Dialect" to C++14 when
using `cxx_variable_templates`.

Steps to Reproduce: 
target_compile_features( yourtarget PRIVATE cxx_variable_templates )

C++ Language Dialect of yourtarget still is C++11 in XCode.
