Summary:                    D3DCOMPILER_XX.dll included by fixup_bundle
Description: 
D3DCOMPILER_XX.dll is included by fixup_bundle when I resolve dependencies where
it should not because this is provided by system.

Steps to Reproduce: 
* Try to build a CMake project using directx libraries (at least linking to
d3dcompiler) and use fixup_bundle on executables.

Additional Information: 
* Windows 10 Pro 1511 (10.0.10586) x64
* Visual Studio Enterprise 2015 Update 1
