[cmake-developers] Add new CMAKE_INCLUDE_INSTALL_TO_DEFAULT_BUILD variable (with generator expressions)

This is specific to VS because it affects the .sln file and not normal inter-target dependencies.  Other generators have no equivalent functionality to be configured this way.
