Please add

 Help/variable/CMAKE_INCLUDE_INSTALL_TO_DEFAULT_BUILD.rst

to document this and link to it in the toctree in

 Help/manual/cmake-variables.7.rst

Since the behavior is specific to VS generators, perhaps we
should rename the variable to

 CMAKE_VS_INCLUDE_INSTALL_IN_DEFAULT_BUILD
