Summary: Add "cmake -E date [format] [UTC]" command to output
the current date in the same way STRING(TIMESTAMP [format] [UTC]) does.
Description:
It would be extremely useful to have a cross-platform way to obtain the date
just like with STRING(TIMESTAMP [format] [UTC]) in CMake command mode.
