I didn't fully review the branch, but I looked at commit 6e1c359f 
(QtAutogen: Regenerate qrc files if their input changes (#15074), 
2014-09-17), which includes a work-around for this issue, and I didn't 
really see how it should be changed to use the byproducts API yet.

I'll have another look in a few days I hope.
