"UPDATE_INDEPENDENT" might be confused with something related to
"INDEPENDENT_STEP_TARGETS", so I'd rather choose between
SCM_DISCONNECTED or UPDATE_DISCONNECTED... Both work for me.

Let me know if I should rename it or if I should merge it to next.
