[cmake-developers] RFC: add version to project() call

Great.

Having both:
  PROJECT_VERSION_(MAJOR|MINOR|PATCH|TWEAK)
  ${PROJECT_NAME}_PROJECT_VERSION_(MAJOR|MINOR|PATCH|TWEAK)
is the way to to go.
