[cmake-developers] pause on new topics please

Hi Folks,

I have a few open topics in 'next' right now that may take a
few more nightly iterations to cleanup the dashboard.  In order
to avoid disrupting this process with other changes, please
refrain from adding more topics to 'next'.  Of course topics
for documentation-only changes or fixes to existing dashboard
problems are still allowed.
