Summary:                    "stock" setup cannot install code.
Description: 
PagkageMaker is no longer available as an optional install under Mavericks.

As a result, Install tests fail

Steps to Reproduce: 
Install clean OSX 10.9, Xcode and command line tools.
Build CMake
Run dashboard tests
