It requires an external tool.  It would be enabled locally if
you had the tool.  Also regardless of local testing you should
be monitoring the dashboard, and these errors have been there
since you merged your topic.

If you follow the developer setup instructions here:

 http://www.cmake.org/Wiki/CMake/Git/Develop

you should get a local hook that won't allow commits with long
lines.
