Summary:                    Provide means to prevent ExternalProject module from
using git submodules
Description: 
Currently, the ExternalProject module initializes, fetches and updates git
submodules by default, with no means to disable this feature. Please provide
means to disable it, e.g. by ExternalProject_Add argument
"GIT_NO_USE_SUBMODULES" or similar. This is needed for certain build setups.
