He said explicitly on Feb 1 that he would not work on that one:

You've waited weeks to bring this up again.  If we weren't delaying
due to the usage requirements feature you would have missed the boat
long ago.

He did start (not yet finished) work on the missing target error but
that is unrelated to usr-move and can wait.

It's no worse than 2.8.10.  Whatever fix you produce can be backported
into whatever version those distros have.

We're planning to do 2.8.11-rc1 next week whether you have a change
ready or not.  There are plenty of other fixes people are awaiting.
