That discussion refers to behavior already in 2.8.10.  The goal is to
introduce better behavior for unquoted generator expressions $<...>
containing ';' in the '...' part.  That is what we're delaying until
after 2.8.11.  The concern for this release is that new features in
2.8.11 make it more likely someone will try to use such syntax.  If
they do they will get undesirable results so we consider it unlikely
a future change in behavior will trigger (its policy) very often in
real projects.
