Summary:                    Package Manager is deprecated in Xcode 4.6
Description: 
The default package generator used by CPack on Mac OS is the PackageManager. It
is deprecated in Xcode release 4.6 thus not available in newer installation of
xcode environment. Please see the Xcode 4.6 release note

Steps to Reproduce: 
One Mac OS X with Xcode 4.6.x, type "make package". CPack complains Package
Maker is missing.
