[cmake-developers] Adding Texas Instruments DSP cross compiler toolchain

Hi,

yesterday I pushed the TI_DSP_Compiler branch to cmake stage:

This is a compiler for the DSPs from Texas Instruments, which are e.g. 
included in the OMAP processors.

There's a ticket for it too:

The committed files work for me for simply hello-world projects, and "kwtc" in 
the tickets confirms that they are working for him

It would be nice if you could have a quick look at the three files and let me 
know if/what is missing.
