[cmake-developers] [CMake] ADD_DEPENDENCIES() and NonExisitngDependent is NOT an error?

Thanks David,

here is my patch, I have tested it today which "ninja Experimental"

There should be a test too ...
It would be nice if it could fixed before next release.
