Summary:                    ctest_coverage() sets LC_ALL=POSIX but does not
restore default
Description: 
Thought this might be related to http://public.kitware.com/Bug/view.php?id=13124
but is probably a different issue.

When I run ctest_coverage() LC_ALL=POSIX gets set for my following
ctest_memcheck() run causing one of my tests to fail.

LC_ALL should be reset to its initial value when ctest_coverage() is done.
