[cmake-developers] GNUInstallDirs.cmake and Debian multiarch into next

rc2 is tomorrow. And we've already merged in what we're going to accept for it.

Unless there's something drastically wrong with rc2, I'm hoping it's
the last rc before the final 2.8.7.

So this one may have to wait.
