Summary:                    FindPythonLibs finds wrong stuff with
CMAKE_PREFIX_PATH
Description: 
If I set the CMAKE_PREFIX_PATH environment variable to the root of some python
installation, FindPythonLibs still finds the system install python libraries
instead.  If I remove the system ones, then it finds the ones I want.  If I
remove the system ones and unset CMAKE_PREFIX_PATH, then it fails.

So anyway, CMAKE_PREFIX_PATH should have priority.
