Summary:                    Tests should be able to be called from a given
working directory
Description: 
This question came up at least twice on the cmake mailing list in the last
few days. While using "cmake -E chdir foo" as a test driver works, it's a
bit unintuitive.

This patch implements the WORKING_DIRECTORY property for tests.
