Summary:                    Add download command to CMake command mode
Description: 
I often come to system where a trivial download from command line is not
possible (like Windows, QNX) without installing additional software. Since
CMake has the capability to download stuff anyway I would like to see
something like

cmake -E download http://url [ftp://url]
