It makes it easier for us to track the heads of topics that need to
be merged to master.  When you merge using the topic stage, there is
an explicit ref left there that points at the topic head.  When you
merge yourself and push, I need to manually push the topic head to
the stage by cut-and-pasting the sha1 and topic name out of the
email sent by the post-receive hook on the server.
