cmake-E-tar-encoding

* The :option:`cmake -E tar <cmake-E tar>` command-line tool gained the
  :option:`--cmake-tar-encoding <cmake-E_tar --cmake-tar-encoding>` flag
  to specify the pathname encoding used in archives.

* The :cpack_gen:`CPack Archive Generator` gained the
  :variable:`CPACK_ARCHIVE_ENCODING` variable to specify the pathname
  encoding used in package archives.
