Apply Swift module name to targets when using the :generator:`Xcode` generator.

This policy ensures that the module name specified in
:prop_tgt:`Swift_MODULE_NAME` is applied to the target when using the
:generator:`Xcode` generator.

The ``OLD`` behavior for this policy builds the Swift target with the target
name as the module name. Setting :prop_tgt:`Swift_MODULE_NAME` has no effect on
the compilation of targets.

The ``NEW`` behavior applies custom Swift module names specified with the
:prop_tgt:`Swift_MODULE_NAME` target property, if one is specified.
