The :command:`if` command supports path prefix tests using
``PATH_IS_PREFIX`` operator.

The ``OLD`` behavior for this policy is to ignore the ``PATH_IS_PREFIX``
operator.  The ``NEW`` behavior is to interpret the ``PATH_IS_PREFIX``
operator.
