0015153: Email alerts: add delta information in addition to current information

Description

Current email alerts contains the number of issues in the different categories (update, configure, build, test, (maybe coverage & memcheck?)).

It's useful if we go from 0 to non 0, for example in update, configure error, build error.
But for configure warning, build warning, tests, there are situations where the default is not 0 (yes, this is far from ideal, but it does exist in real life...).

In those cases, each cdash submission sends emails that contains not really useful information ("there are N warnings, M tests failed...").

What would be useful in such case is the delta with the previous build.

It's already available in the cdash dashboard (links on the small '+' (visibility for this great feature could be improved too) (and it could be also added on the '-' too), and it seems already computed in the DB.

Currently the first N issues are displayed in the email, with an undefined (?) order: this is quite useless.

Displaying the delta would be great, optionally limit it (but probably not with the same limit as for the full list, which is much longer). Maybe even optionally disable the full list in the email (full_list_limit=0?).

Also, having this information in the subject would be great too: a good subject is great for email filtering for alerts.
