0003293: Normal unix command line parsing fails.
In normal unix command line parsing you can type a '-v' and get feedback that you typed a command that was not available. I.e. it knows that all arguments starting with a dash are commands.
In cmake the unknown param is not seen as a command and an inappropriate error is given.

Similarly; all unix commands allow a double dash to stop parsing of commands.
So a 'ls -l -- -bla' will list the dir named '-bla' using the -l command-option.
This is also not honoured by cmake;
cmake -- --version
will incorrectly tell me the version number, while i _asked_ it to work on the file '--version'.

Similarly, ctest ignores unrecognized options. Telling the user they got something wrong is preferable. Example:

Mis-guessing an option like "-Rxyz" instead of "-R xyz" results in ctest running as if the argument were not given.
