Summary0016009: FILES_MATCHING does not exclude empty directories
DescriptionWhen installing headers using FILES_MATCHING approach, it's better ignore empty directories. In this case, CMake build directory is same as the source and the CMakeFiles dir pollutes install output.

It could be implemented by a new syntax or changing behavior.
