Summary0015241: Replace TEST_AFTER_INSTALL / TEST_BEFORE_INSTALL with TEST_COMMAND_AFTER_INSTALL / TEST_COMMAND_BEFORE_INSTALL
DescriptionIt's not clear why one have to choose at all whether he wants to run test before or after install.
There are circumstances when it makes sense to have both.

While it's possible to use ExternalProject_Add_Step in such case, I believe TEST_COMMAND_AFTER_INSTALL / TEST_COMMAND_BEFORE_INSTALL is far more straightforward solution.
